pear on the lists certified by the boards of election supervisors
under the provisions of the next succeeding section. The can-
didate receiving the largest number of votes for Mayor, the
candidates receiving the largest and the next largest number
of votes for Councilmen, respectively, in the Fourth and in
the Sixth Precincts, of the Thirteenth Election District of
Montgomery County, and the candidate receiving the largest
number of votes in the Ninth Precinct of the Thirteenth Elec-
tion District of Montgomery County and in the Fourth Pre-
cinct of the Chillum Election District in Prince George's
County, respectively, shall be declared elected.
956B. Nominations for Mayor and Councilmen shall be
made at a meeting of citizens called by the Town Clerk at the
direction of the Council. Such meeting shall be held at a
convenient place within the town to be designated by the
Council and notice thereof shall be given through a newspaper
or newspapers of general circulation within the town or by
hand bills generally distributed and posted throughout the
town and the said meeting shall be held 011 the Monday evening
two weeks prior to the election. The Town Clerk shall preside
at said meeting; a secretary shall be chosen who is a voter of
the town, and he shall keep a record of the proceedings of said
meeting and file the same in the office of the Town Clerk.
Each candidate for Mayor shall be not less than thirty years
of age; shall have resided in the town for at least one year
immediately preceding his nomination and be a voter of the
town and a property holder therein. Each candidate for
Councilman shall be not less than twenty-five years of age;
shall be a voter of the town; and shall have resided in the
precinct from which he shall be nominated for at least one
year immediately preceding his nomination and be a property
holder therein. Nominations of candidates for Mayor and
Councilmen shall be made on motion of any voter of the town,
and if such nomination is seconded by at least two additional
voters of the town, and not otherwise, the person so nominated
shall be considered a candidate and his name shall be placed
upon the official ballot.
It shall be unlawful and shall be deemed a corrupt practice
for any person, association, organization, committee or corpo-
ration to publish or distribute or cause to be published or
distributed any pamphlet, circular, card, dodger, poster, adver-
tisement or any printed, multigraphed, photographed, type-
written or written matter or statement or any matter or state-
ment which may be copied by any device or method now known
for printing or copying or which 'may hereafter be used for
making copies of printed or written matter in any form what-
ever for publication or distribution, relating to or concerning
any candidate or prospective candidate for Mayor of the Town
