SECTION 1. Be it enacted by the General Assembly of Mary-
land,
That four new sections be and they are hereby added to
Article 2B of the Annotated Code of Maryland (1935 Supple-
ment), title "Alcoholic Beverages", sub-title "County Dispen-
saries", said new sections to be known as Sections 48G, 48H,
48-1, and 48J, to follow immediately after Section 48F of said
Article, and to read as follows:

48G. Liquor Control Board—Powers and Duties; County
Dispensaries. In Talbot County, there shall be a Liquor Con-
trol Board consisting of three members who shall be ap-
pointed by the Governor, by and with the advice and consent
of the Senate, for a term of six years, but of those first ap-
pointed, one shall be for a term of two years, one for a term of
four years, and one for a term of six years, arid thereafter
their successors shall be appointed for a term of six years.
The Board shall organize by electing its own Chairman. In
case of a vacancy, the vacancy shall be filled by the Governor
for the unexpired term. The members of said Board shall
receive as compensation a salary of five hundred dollars
($500. 00) per year and, in addition thereto, the Chairman of
said Board shall receive a salary of two hundred and fifty
dollars ($250. 00) per year, which salaries, together with the
necessary office, clerical and investigational expenses of the
Board shall be paid by the County Commissioners of Talbot
County out of receipts from licenses for the sale of beer and
other alcoholic beverages and/or from profits.

The said Board shall have the power to approve or disapprove
all applications for licenses for the sale of beer in Talbot
County and shall have and exercise all the powers granted to
and perform all the duties imposed by this Article upon Boards
of License Commissioners in regard to granting, rejecting or
refusing applications for such licenses.

48H. The said Board shall have full power and authority to
establish and maintain at Easton, St. Michaels and Trappe
stores to be known as "Talbot County Liquor Dispensaries",
for the sale of any sparkling or fortified wine and any other
alcoholic beverage containing more than fourteen per centum
of alcohol by volume., in sealed packages or containers, which
packages or containers shall not be opened nor their contents
consumed upon the premises where sold. The said Board
shall have power to establish branch dispensaries at such
places in Talbot County as it deems desirable and proper. For
the purpose of establishing and operating such dispensaries
and/or branch dispensaries, the Board of County Commis-
sioners of Talbot County is hereby authorized and directed
to advance, from time to time, to the Liquor Control Board,
such sum or sums of money, not exceeding eight thousand dol-
