SEC. 5. And be it further enacted, That if within thirty days
after the signing of this Act, there shall be filed with the
Mayor of Laurel a petition signed by 30% of the registered
voters of the Town of Laurel asking that said Act be referred
to a vote of the people of the Town, then this Act shall be
suspended until after its approval by a majority of the voters,
voting either at a special election to be called by the Mayor
and City Council or at the next regular election for the officers
of said Town. The Mayor and City Council are authorized to
call such special election at any time and either at such special
election or at the regular election, if no special election is
called before such regular election, the ballots shall have
printed thereon the words "For municipal building" and im-
mediately thereunder the words "Against municipal building",
with a square after such words in each case for the X mark
of the voters. In the event that at such election a majority
of the ballots cast shall be properly marked after the words
"For municipal building" then this Act shall be in full force
and effect but in the event that a majority of the ballots cast
shall be properly marked in the square "Against municipal
building" then this Act shall be null and void.
SEC. 6. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety and being
passed upon a yea and nay vote, supported by three-fifths
(3/5) of all the members elected to each of the two Houses
of the General Assembly, the same shall take effect from the
date of its passage.

CHAPTER 524.
(House Bill 312)
AN ACT to add four new sections to Article 2B of the An-
notated Code of Maryland (1935 Supplement), title "Al-
coholic Beverages", sub-title "County Dispensaries", said
new sections to be known as Sections 48G, 48H, 48-I, and 48J
and to follow immediately after Section 48F of said Article,
relating to the sale of alcoholic beverages in Talbot Coun-
ty, creating a Liquor Control Board for said County and
prescribing its power and duties, and provide for a referen-
dum on certain provisions thereof.
