words "For garbage collection tax" then this Act shall be in
full force and effect but in the event that a majority of the
ballots cast shall be properly marked in the square "Against
garbage collection tax" then this Act shall be null and void.

SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety and being
passed upon a yea and nay vote, supported by three-fifths
of all the members elected to each of the two Houses of the
General Assembly, the same shall take effect from the date of
its passage.

CHAPTER 523.
(House Bill 294)

AN ACT to authorize the Mayor and City Council of Laurel
to expend not exceeding Sixteen Thousand Dollars ($16, -
000. 00) for the purpose of acquiring a site and constructing
thereon and equipping a municipal building or for pur-
chasing with the site thereof and altering and equipping an
existing building, to be used for a municipal building,
whichever in its judgment may be advisable and to bor-
row an amount not exceeding Sixteen Thousand Dollars
($16, 000. 00) for such purpose and to issue therefor its notes
or certificates or serial bonds and to levy taxes on the
assessable basis of the Town of Laurel to pay the principal
and interest of such indebtedness, and to provide for the
submission of this Act to the voters of the Town of Laurel
on petition.

SECTION 1. Be it enacted by the General Assembly of Mary-
land,
That whenever the Mayor and City Council of Laurel
shall think it advisable to purchase a site and to construct
thereon and equip a municipal building or to purchase an
existing building with the site thereof and alter and equip
the same for use as a municipal building, it is authorized to
do whichever, in its judgment, may seem advisable, the total
cost of which shall not exceed the sum of Sixteen Thousand
Dollars ($16, 000. 00); and for the purpose of paying for the
same, it may issue its promissory notes, bonds, certificates of
indebtedness or other obligations in an amount not to exceed
the sum of Sixteen Thousand Dollars ($16, 000. 00). Such bonds
