and to add a new section thereto to be known as Section
601 A, and to follow immediately after Section 601, so as
to give to the Roads Engineer of Baltimore County power
and authority to pass on the plans of avenues, streets,
alleys, roads and ways in the Metropolitan District of
Baltimore County; and further giving the Roads Engineer
and/or the Chief Sanitary Engineer of Baltimore County
power and authority to pass upon surface water drainage
conditions, proposed storm-water sewers, sanitary sewers
and water pipes within the limits of Baltimore County, and
providing penalties for the violation thereof.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 601 of Offutt's Revised Code of Public
Local Laws of Baltimore County, Edition of 1929, Title No.
59, "Roads and Streets", (Section 601 of Article 3 of Flack's
Code of 1930, title "Baltimore County", sub-title "Roads and
Streets"), as said section was repealed and re-enacted by
Chapter 139 of the Acts of the General Assembly of Mary-
land of 1937, be and the same is hereby repealed and re-
enacted, with amendments, to read as follows:
601. The Roads Engineer of Baltimore County shall have
the power and authority to approve in writing the general
plan of streets, avenues and highways which may be adopted
by the County Commissioners of Baltimore County, 014 as any
plan so adopted may be amended. Said Roads Engineer may
formulate a general plan of laying out and locating streets,
alleys and highways in Baltimore County, and recommend
the same to the County Commissioners of Baltimore County,
who, if they approve the same, are authorized to accept and
adopt it as a general plan for the location of streets, and
ways in said territory, and no avenues, streets, alleys, roads
or ways in the limits of the Metropolitan District of Balti-
more County, as set out and defined by Chapter 539 of the
Acts of the General Assembly of Maryland, Session of 1924,
shall hereafter be opened, established or condemned, nor shall
the dedication of the same be adopted unless the plans of said
avenues, streets, alleys, roads and/or ways, including the
alignment, established grade, proposed disposition of storm-
water drainage and the kind of material and class of con-
struction shall have been first approved in writing by the
said Roads Engineer of Baltimore County, or unless the same
shall conform to the general plan and grades of streets, alleys,
and ways which may be adopted for said territory by the
County Commissioners of Baltimore County, or as any plan
so adopted may be amended; and, further, no sanitary sewer,
and/or water pipes shall be installed in any avenue, street,
