Source of Distribution of Income", increasing the levy of
taxes to entitle the several counties to share in the Equali-
zation Fund.

SECTION 1. Be it enacted by the General Assembly of Mary-
land,
That Section 204 of Article 77 of the Annotated Code of
Maryland (1935 Supplement), title "Public Education", sub-
title "Chapter 19. Source and Distribution of Income", be
and it is hereby repealed and re-enacted with amendments to
read as follows:

204. All money appropriated, subsequent to the enactment
of this section, by the General Assembly of the State of Mary-
land and the receipts from any State public school tax levied
by the General Assembly, to aid in support of public schools,
shall constitute what shall be known as the General State
School Fund. The Comptroller shall charge against and pay
as hereinbefore or hereinafter provided from the General State
School Fund, the annual appropriation made by the General
Assembly for the support of the State Department of Educa-
tion, including the expenses of the State Board of Education,
and the support and expenses of the office of the State Super-
intendent of Schools; the annual appropriation for the main-
tenance and support of the State Normal School at Towson,
of the State Normal School No. 2 at Frostburg, and of the
State Normal School No. 3 at Bowie, the annual appropria-
tion for retired teacher's pensions; the annual appropriation
for State aid to approved high schools; the annual appropria-
tion for State aid to approved colored industrial schools; the
annual appropriation for part payment by the State of the
salaries of county superintendents and of the superintendents
of schools of Baltimore City, and of supervising teachers or
helping teachers, in each of the several counties and the City
of Baltimore; the annual appropriation for payment by the
State of the entire salary of one attendance officer in each of
the several counties and the City of Baltimore; the annual
appropriation for the purchase of text books, materials of
instruction and school supplies; such special appropriations
to be known as an Equalization Fund, as may from time to
time, be made by Budget Bill or Supplementary Appropria-
tion Bill, to the county boards of education of certain coun-
ties to enable them to pay the minimum salaries prescribed
in this Article for county superintendents, supervising teach-
ers and helping teachers, high school and elementary school
teachers, and teachers in colored schools, and the necessary
costs of transporting pupils to public elementary schools and
not less than one-half of the cost of transportation of pupils
