blind persons, in order to enlarge the economic opportuni-
ties of the blind.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That two new sections be and they are hereby added to
Article 30 of the Annotated Code of Maryland (1924 Edition),
said new sections to be known as Section 14A and Section
14B, and to follow immediately after Section 14 of said Article,
and to read as follows:
14A. Any blind person of the age of 21 years or more, de-
siring to operate a legitimate business of any kind to provide
a livelihood for himself and dependents, if any, may apply to
The Maryland Workshop for the Blind.
14B. The Maryland Workshop for the Blind shall have
authority to issue licenses to blind persons who are citizens
of the United States and at least 21 years of age, for the opera-
tion of stands in all State, county and municipal buildings
for the vending of newspapers, periodicals, confections, to-
bacco products and any other articles, except alcoholic bever-
ages. The construction of said vending stands and the loca-
tion thereof shall be such as meets the approval of the cus-
todian having charge of the building in which the vending
stand is to be located. The Maryland Workshop for the Blind
shall have full supervision and control over the operation of
said vending stands and shall, within its discretion, have full
power as to who shall be placed in charge of each stand and
may, when it deems proper, provide the equipment for said
stand as well as an adequate initial stock of suitable articles
to be vended therefrom.
Any section, or any part of any section, of the Public Local
or Public General Laws of this State inconsistent with this
section are hereby repealed to the extent of such incon-
sistency.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1939.
