the schedule therefor, unless such schedule be amended, with-
in the limits of such appropriation, in the following manner:

The Senate may by resolution provide for or authorize the
amendment of its schedule.

The House of Delegates may by resolution provide for or
authorize the amendment of its schedule.

The Governor may himself make an amended schedule, if
the same be necessary, with respect to the appropriations for
the Executive Department, and upon its transmission to the
Comptroller the appropriation for such department shall be
paid out in accordance with such amended schedule.

Any department, board, commission, officer or institution
may, at any time, submit in writing to the Governor an
amended schedule for the disbursement and apportionment
of the appropriations made to it by him. If the Governor
shall approve such amended schedule he shall transmit the
same, with the certificate of approval, to the Comptroller
and thereafter, such appropriation shall be paid out in accor-
dance with said amended schedule. Any such amended sched-
ule so submitted to the Governor may be withdrawn at any
time before the Governor has acted thereon. Any amended
schedule approved by the Governor may be again amended
at any time in like manner and with like effect. All amend-
ments and schedules made or approved by the Governor shall
be reported by him to the next session of the General Assem-
bly.

Nothing herein shall be taken to in any manner restrict the
apportionment of appropriations as between institutions, bu-
reaus or agencies which are subject to the direction, supervi-
sion and control of a particular department, but no such ap-
portionment shall alter the legislative appropriations except
upon compliance with the provisions of this Section.

All amended schedules shall first be submitted by the de-
partments, boards, commissions, officers and institutions to
the Director of Budget and Procurement before action there-
on by the Governor.

9. The Governor shall have the power, with the approval
of the Board of Public Works, to reduce not more than 25%
of any item of appropriation which he may deem unnecessary,
except appropriations for the payment of interest and the
retirement of the State debt, and appropriations to the
Legislature, the Public Schools and the Judiciary; pro-
vided, however, that the salaries of public officers shall not
be reduced during their term of office, and the salaries of merit
system employees shall not be reduced except in accordance
with the provisions of Article 64A of the Annotated Code of
Maryland. No department, board, commission, officer or insti-
