SEC. 7. And be it further enacted, That for the purpose of
paying the interest on all or any of the bonds hereinabove
authorized and for the purpose of paying the bonds them-
selves as they respectively mature and are payable after the
issue and sale thereof pursuant to the provisions of this Act,
the Board of County Commissioners of Montgomery County
shall annually until all the said bonds issued under the pro-
visions of this Act shall have matured and been paid, levy a
tax upon all the assessable property in said county sufficient
to pay the annual interest on all of said bonds that may be
issued and outstanding as said interest becomes due and pay-
able, and also a tax in each year upon all said assessable
property in said county sufficient to pay the principal of said
bonds as said bonds respectively mature and are due and pay-
able.
SEC. 8. And be it further enacted, That the authority here-
in granted is hereby declared to be exclusive and shall not be
construed to be in addition to or supplementary of any other
authority to borrow money and issue bonds heretofore con-
ferred upon the County Commissioners of Montgomery Coun-
ty or upon the Board of Education of Montgomery County,
and in the event the County Commissioners of Montgomery
County proceed to borrow money and issue bonds under this
Act upon the terms and conditions herein prescribed, then
any authority heretofore granted to the County Commissioners
of Montgomery County or to the Board of Education of Mont-
gomery County to borrow money or issue bonds for school
construction purposes, to the extent that such authority has
not been exercised at the time the County Commissioners of
Montgomery County avails itself of the authority hereby
granted, be and the same is hereby repealed, revoked and
rescinded as of such time.
SEC. 9. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the im-
mediate preservation of the public health and safety, and hav-
ing been passed by a yea and nay vote, supported by three-
fifths of all of the members elected to each of the two Houses
of the General Assembly, the same shall take effect from the
date of its passage.
