erty in said special taxing area or district and to issue and
sell coupon bonds therefor and to expend the proceeds thereof
for the purpose of providing the residents of said area or
district a water supply; to make necessary rules and
regulations to further the purposes of this Act; to con-
tract with the Mayor and City Council of Baltimore
City or with any other responsible person, persons, part-
nership or corporation for a water supply, water mains
and extensions, the said contract to be approved by the
Public Service Commission of Maryland; and to- provide
for the payment of said bonds and the interest thereon by
the levying of a tax upon the assessable property in said
special taxing district or area herein created and a front foot
charge upon all property specially benefited; and providing,
for the submission of this Act to the qualified voters in said
special taxing district or area for adoption or rejection.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That a special taxing district or area in the First
Election District of Howard County be and it is hereby created,,
the said area or district to include all that part of the First
Election District of said county, as follows: Beginning at a
point where the Rock Burn Branch empties into the Patapsco*
River, thence in a westerly direction along the middle of said-
branch to where the said branch intersects the center of the
cement road commonly known as Bruce's road; thence in a
southwesterly direction along the center line of said Bruce's
road to its intersection with the center line of the Montgomery
road; thence in a southerly direction along the center line of
said Montgomery road to its intersection with the center line
of the Washington Boulevard; thence in a southwesterly direc-
tion along the center line of the Washington Boulevard to its
intersection with a stream of water hereafter to be known as
''Shallow Run" (and which is about three hundred feet south
of the Harwood road and on the north side of Dead Man's
Curve); thence in a southerly direction along the center line
of said Shallow Run to its intersection with the northerly line
of the B. & O. R. R. right of way; thence in a northerly direc-
tion along the northerly line of the B. & O. R. R. right of
way to its intersection with the center line of Hanover road;
thence in an easterly direction along the center line of said
Hanover road to its intersection with the Howard County line*
at Deep Run; thence following the Howard County line down
Deep Run to the Patapsco River; thence along the Howard'
