increase the powers of the Town Commissioners of La Plata,
to make bills for water service liens against the property to
which such water may be furnished, and to provide for the
disposition of the funds remaining after the construction
of the water supply system.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 175 of Article 9 of the Code of Public
Local Laws (1930 Edition), title "Charles County, " sub-title
"La Plata, " be and it is hereby repealed and re-enacted, with
amendments, and that one new section be and it is hereby
added to said Article, said new section to be known as Section
175A to follow immediately after Section 175 and to read as
follows:

175. The Town Commissioners of La Plata shall have
power to pass all by-laws and ordinances not contrary to law,
as- they may deem necessary for the good government of the
town and the inhabitants thereof; and also for the prevention,
removal or abatement of nuisances; to prevent swine, fowls.,
animals or stock from going at large; apprehend and fine all
tramps and vagabonds; for controlling the erection and loca-
tion of buildings, fences, stock enclosures, and to require the
issuance of a permit by the Town Commissioners before the
erection or remodeling of all buildings in the said town; for
prohibiting and controlling the use of firearms, fire crackers
and other explosives; for the protection of public property,
sidewalks, shade or ornamental trees from injury or obstruc-
tions; to prohibit the parking of automobiles 'or other vehicles
within a certain designated distance of fire hydrants; to ap-
point members of the volunteer fire companies as special bailiffs
to act as traffic officers within said town, at or during any
conflagration or fire drill, the said special bailiffs to have all
the powers of arrest conferred upon sheriffs for the violation of
any law or ordinance referring to fire companies at fires or
drills; to provide for the paving of sidewalks and assessing the
expenses thereof in whole or in part upon the respective owners
of the property fronting thereon; for the license or tax upon
public exhibition or amusements of all kinds, billiard, pool
or bowling alleys, and for the collection of the same; for a
tax on dogs kept by persons within the corporate limits, and to
cause any dog to be killed; for the promotion of morality,
health, convenience and safety of the inhabitants of the town;
for the opening, extending, widening, improvement, and the
