cil as other debts of like amounts are recovered in this State
by law, or such lien may be enforced by sale in a manner
to be prescribed by ordinance; they may also grade, make,,
renew and repair in such manner and with such material
and surfacing as they may consider best, any of the streets
and thoroughfares of the town and by general ordinance re-
quire the owners of the lots, of ground fronting on the street
or thoroughfare so graded, made, renewed or repaired as
aforesaid to pay two-thirds (2/3) of the expense incurred
in grading, making, renewing or repairing such streets
or thoroughfares in proportion to the front feet of said lots
of such owners respectively on said streets or thoroughfares
and to be payable when such work Is. finished, and such pro-
portion of such expense as should be borne by each respective
owner according to his frontage as aforesaid shall be and re-
main a lien on the such respective lots until paid; and when-
ever payment thereof is refused, the Mayor and Council may
recover the same by action at law or by proceedings to enforce
said lien by sale in a manner to be prescribed by said ordi-
nance, and the remaining one-third (1-3) of said expense shall
be paid by the Mayor and Council out of the taxes levied by
them upon the property generally within said corporation.

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and being
passed upon a yea and nay vote supported by three-fifths of
all the members elected to each of the two Houses of the Gen-
eral Assembly, the same shall take effect from the date of its
passage.

CHAPTER 388.

AN ACT to add a new section to Article 12 of the Code of
Public Local Laws of Maryland (1930 Edition), title "Gar-
rett County, " to be under sub-title "Amusements, " said new
section to be known as Section 18A and to follow imme-
diately after Section 18 of said Article, to provide for the
licensing of all open air amusements for which an ad-
mission is charged.
