for the remainder of the cost of establishing and maintaining
such police force; and

WHEREAS, By virtue of a decision in the Circuit Court for
Montgomery County it was ordered that all such costs, fines
and forfeitures for the violation of the motor vehicle laws of
the State of Maryland should be paid to the Commissioner of
Motor Vehicles of the State of Maryland; and

WHEREAS, Following the date of such decision an amount
equal to all of the fines, forfeitures and costs collected through
the police justice of Montgomery County and expended by the
Board of County Commissioners in establishing and maintain-
ing said police force was paid from the general fund of the
county to the Commissioner of Motor Vehicles as required by
the decision above mentioned, thereby creating a deficiency in
the county funds collected for general operating expenses of
the county; and

WHEREAS, The amount levied by the Board of County Com-
missioners for the establishment and maintenance of said police
force was insufficient to pay the salaries and expenses of said
police force by reason of the inavailability of fines, forfeitures
and costs for violations of motor vehicle laws, thereby creating
a further deficit in county funds; and

WHEREAS, The amount of such deficit on the date of the pas-
sage thereof was seventy thousand dollars ($70, 000); now, there-
fore,

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the County Commissioners of Montgomery County
be and they are hereby authorized and empowered to issue serial
coupon bonds on the credit of said county to the amount of
seventy thousand dollars ($70, 000), said bonds to be issued in
sums of one hundred dollars ($100), or any multiple thereof,
to be signed by the President of the Board of County Commis-
sioners of said county and countersigned by the clerk of said
board (provided that the coupons for the interest thereon may
be authenticated by the engraved, lithographed or printed sig-
nature of the president of said board), to bear interest at a
rate not to exceed five (5%) per centum per annum, payable
semi-annually in each and every year during which said bonds
shall be outstanding and remain unpaid, and to be exempt from
State, county and municipal taxation. The said bonds shall have
written on them a distinct reference to the Act authorizing the
issue and shall be designated as "Montgomery County Police
Force Deficiency Bonds. "
