410A. The Justices of the Peace for Harford County shall
not be required to docket suit in civil cases until the costs for
the docketing of said suits and issuing summons for the
defendants and for serving of said summons on the defendants
have first been paid by the party desiring to docket suit; pro-
vided that said costs so advanced shall upon the determination
of the suit be taxed and paid in the same manner as the fees
referred to in the preceding section.

CHAPTER 383.
AN ACT to repeal and re-enact, with amendments, Section
222 of Article 15 of the Code of Public Local Laws (1930
Edition), title "Kent County, " sub-title "Justices of the
Peace and Constables, " sub-head "Police Justices, " provid-
ing for the appointment of Police Justices in the Fourth
and First Election Districts.
SECTION 1. Be it exacted by the General Assembly of
Maryland, That Section 222 of Article 15 of the Code of Pub-
lic Local Laws (1930 Edition), title "Kent County, " sub-title
"Justices of the Peace and Constables, " sub-head "Police Jus-
tices, " be and the same is hereby repealed and re-enacted, with
amendments, so as to read as follows:
222. It shall be the duty of the Governor, after the ap-
pointment of the justices of the peace, provided by law, for the
Fourth Election District, and those for the First Election
District of Kent County, to select one from the justices so ap-
pointed for each of said districts who shall be known and
designated as police justices; the said police justices shall have
the same jurisdiction in criminal cases as justices of the peace
now possess and which may hereafter be conferred upon them
by and under the laws of this State, but the police justice of
the First Election District shall also have civil jurisdiction.
The police justice for the Fourth Election District shall have
exclusive jurisdiction of and shall be required to try and deter-
mine all violations of the criminal law arising in the Fourth
Election District, and all violations of any of the Ordinances
of Chestertown, and he shall have concurrent jurisdiction with
