to have the force and effect of law, and to be known as the
"Building Code. " Any violation of any of the provisions there-
of or the erection, alteration or repair of any building without
a permit as hereinafter provided, shall be deemed a misde-
meanor and punishable, upon conviction, by fine of not exceed-
ing three hundred dollars. ($300. 00) or a sentence of thirty
days in the County Jail, or both, at the discretion of the court.
Before said Building Code shall become effective, the said
Commission shall cause to be mimeographed, or printed, the
necessary number of copies thereof for general distribution,
and shall advertise in the county papers published within said
District for three successive issues the fact that the Building
Code has been adopted, and that copies thereof may be ob-
tained from said Commission, without charge. Said Building
Code shall become effective on a certain day to be named by
said Commission, which effective date must be stated in said
advertisement.

SEC. 2. And be it further enacted, That no building within
the said District as heretofore described, shall be erected,
altered or repaired without the owner, contractor, or other in-
terested person, first securing from said Commission a permit
to erect, alter or repair the same, and paying the fee therefor
to be fixed by said Commission, and any violation thereof shall'
be deemed a misdemeanor, and shall be punishable as provided
for in Section 1 hereof.

SEC. 3. And be it further enacted, That the said Commis-
sion is hereby authorized and directed to appoint a suitable
person as a building inspector, whose duties shall be defined
by said Commission, and whose compensation shall be fixed by
said Commission. The salary of said inspector and all other
expenses. for clerical help or assistance that may be deemed
desirable by said Commission, as well as all other expenses in
connection with the office of said building inspector, shall be
paid from the receipts from building permits, and any surplus
received from fees for permits, after the payment of expenses
incident to said office, shall be paid, quarterly, to- the County
Commissioners for Prince George's County, to be applied by
them toward the rent, maintenance and operation of the Met-
ropolitan District Building.

SEC. 4. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
