SEC. 3. And be it further enacted, That, except as other-
wise provided herein, all Acts and parts of Acts, laws and
parts of laws, ordinances and parts of ordinances, inconsistent
herewith or contrary hereto, be and the same are hereby re-
pealed to the extent of such inconsistency.

SEC. 4. And be it further enacted, That no part of Chap-
ter 448 of the Acts of the General Assembly of Maryland of
1927, as amended by Chapter 286 of the Acts of the General
Assembly of Maryland of 1929 and by this Act shall be con-
strued to be repealed by the provisions of Chapter 702 of the
Acts of the General Assembly of Maryland of 1927.

SEC. 5. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the health, morals, safety or welfare and
being, passed by a yea and nay vote, supported by three-fifths
of all the members elected to each of the two^ Houses of the
General Assembly, the same shall take effect from the date of
its passage.

CHAPTER 371.

AN ACT to repeal and re-enact, with amendments, Section 7 of
Chapter 176 of the Acts of 1927, entitled "An Act to author-
ize the County Commissioners of Prince George's County
to borrow on faith of County the sum of $106, 000. 00 and
issue bonds therefor, and apply proceeds to the building of
a concrete road along the present Edmonston Road in said
county, from East Riverdale to Branchville Road, " as vali-
dated by Chapter 35 of the Acts of 1929, and to repeal and
re-enact, with amendments, Section 4 of Chapter 171 of the
Acts of 1924, entitled "An Act to authorize and direct the
'County Commissioners of Prince George's County, Mary-
land, to borrow upon the faith and credit of said county the
sum of forty thousand dollars ($40, 000. 00) and to issue its
bonds therefor and to- apply the proceeds to the construction
of a concrete road along the line of the present Edmonston
Road in said county; and to provide for the payment of said
bonds by. a tax on a certain defined area, " for the purpose of
