SEC. 3. And be it further enacted, That said building shall
be known as the "Metropolitan District Building, " and the
amount necessary to pay the rent, maintenance and operation
of the same, less such sums as the County Commissioners shall
receive from other sources, shall be levied by the County Com-
missioners annually, as other taxes are levied, provided that in
the event this Act becomes effective subsequent to the annual
tax levy for the year 1931, said rent for the year 1931 shall be
paid out of any surplus or other funds available.

SEC. 4. And be it further enacted. That this Act is hereby
declared to be an emergency law and necessary for the im-
mediate preservation of the public health and safety and being
passed upon a yea and nay vote, supported by three-fifths of
all of the members elected to each of the two Houses of the
General Assembly, the same shall take effect from the date
of its passage.

CHAPTER 330.

AN ACT to authorize and empower the Board of County
Commissioners of Montgomery County to borrow upon the
faith and credit of said county to an amount not to exceed
one hundred and seventy-five thousand dollars ($175, 000)
and to issue and sell bonds therefor, the proceeds thereof to
be used for the completion of a Court House Building in
Montgomery County; and for additions to the Suburban
County Commissioners Building at Silver Spring, or for the
acquiring of a site for and the construction of a public
building at Silver Spring to replace the existing county
building and police station, and to provide for the payment
of interest on said bonds, and of the principal thereof, by
the levy of taxes.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That the County Commissioners of Montgomery
County be and they are hereby authorized and empowered to
issue serial coupon bonds on the faith and credit of said
county, to the amount of not to exceed one hundred and seventy-
five thousand ($175, 000. 00) dollars par value, said bonds to
