to the junction of said stream with the west side of Back Creek;;
thence with the west shore of Back Creek in a general north-
erly direction to Severn River; thence with the Severn River
northeasterly to Horn Point; thence still with the shore of
Severn River northwesterly to Spa Creek; thence with the
southeast shore of Spa Creek southwesterly to the beginning-
Containing approximately one square mile, that the above de-
scriptions be and the same are hereby designated and consti-
tuted for the purpose hereinafter set forth, to be the "Anne
Arundel County Sanitary District. "
425. For the purpose of carrying out the provisions of
this Act, the said Sanitary District, and every new Sanitary
District created hereafter, shall be under the jurisdiction of a
Commission of three educated persons, who shall reside within
a Sanitary District of Anne Arundel County, be resident tax-
payers of said county and qualified voters thereof. The term:
of each of the three members shall be three years, and until
their successors are appointed and have qualified. The three*
Commissioners now constituting the Commission shall hold
office until the expiration of the terms for which they were
respectively appointed. As the term of each of the Commis-
sioners now serving expires, he or his successor shall be ap-
pointed by the Board of County Commissioners of Anne
Arundel County. The Commission shall elect one of its mem-
bers as chairman, and shall appoint, discharge at pleasure and
fix the compensation of a secretary-treasurer; a chief engineer,
and such engineering, legal, clerical and other personnel and
help, as from time to time the Commission may deem neces-
sary to carry out the provisions of this Act, The annual1
salary of each of said Commissioners shall be as follows: The
chairman shall receive a salary of twelve hundred ($1, 200. 00)
dollars per year, payable monthly; each associate member of
the Commission shall receive a salary of six hundred!
($600, 00) dollars per year payable monthly. The secretary-
treasurer appointed by the Commission shall be the collector
of all charges and assessments made by the Commission, and:
shall receive and account for all monies which shall be due
and payable to said Commission from any source whatsoever,
all monies deposited shall be bonded by a depository bond to
be approved by the chairman of the Commission. The Com-
mission is hereby empowered to pay the premiums on all
bonds. The secretary-treasurer shall give bond to- the State of
