CHAPTER 49.
AN ACT to establish in Montgomery County a Disbursement
Committee to act as an advisory board for the County Com-
missioners of Montgomery County, as to- the legality of any
voucher or account submitted to said Board of County Com-
missioners for payment, to designate the members of said
Committee, to provide for their compensation, and to au-
thorize the levy of taxes for that purpose.
Section" 1. Be it enacted by the General Assembly of
Maryland, That, in order to facilitate proper payment of ac-
counts and vouchers submitted to the Board of County Com-
missioners of Montgomery County for payment from public
funds, and in order to secure a proper investigation as to the
legality and validity of such claims, vouchers and accounts,
there is hereby created a committee of three members, to be
known and designated as the "County Disbursement Com-
mittee. " The chairman of said committee shall be the presi-
dent of the Board of County Commissioners, and there shall
be two additional members one of whom shall be the duly-
elected treasurer of Montgomery County, and the other the
attorney, or counsel, to said Board.
SEC. 2. Before any voucher, account, statement, bill, or
other claim, for money shall be authorized for payment by said
Board of County Commissioners, the said voucher, account,
statement, bill, or other claim for money shall be first sub-
mitted to the said Disbursement Committee, at least one day
prior to its approval for payment, and such voucher, account,
statement, bill, or other claim for money shall be examined by
said Board, and, if approved, shall be endorsed thereon by the
members of said Board as "approved, " and if disapproved,
shall be endorsed with the word "disapproved, " with a state-
ment briefly setting forth the reasons of said Board for its
disapproval, and the County Auditor in presenting his audit
of the books of the County Commissioners, the County Treas-
urer of Montgomery County, or the account of any other
county officials or employees, shall segregate and specifically
set out in his audit such items as may have been paid by the
treasurer upon order from the County Commissioners without
the approval of the Disbursement Committee.
SEC. 3. For his services in connection with such work of
investigation as a member of said Board, the president of the
