(c)   To pay for the paving of Washington Avenue, in said
town, an indebtedness created in 1930, which indebtedness is
now due to and owing to the bank here enumerated and which
payment shall be made to the said bank, as follows:

To* The Third National Bank of Chestertown, the sum of
six thousand five hundred dollars ($6, 500. 00);

(d)   To pay for the construction of certain curbs, gutters
and sidewalks in said town, an indebtedness created in 1928,
which indebtedness is now due to and owing to the bank here-
in enumerated and which payment shall be made to the said
bank, as follows:

To The Chester town Bank of Maryland, Chestertown,
Maryland, the sum of three thousand five hundred dol-
lars ($3, 500. 00);

(e)   And the proceeds of the sale of three thousand dollars
($3, 000. 00) of said bonds shall be used by the Commissioners
of Chestertown exclusively for the purpose of permanently
paving Cross Street in said town between High Street and
Maple Avenue.

SEC. 5. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the preser-
vation of the public health and safety, and being passed by a
"yea" and "nay" vote, supported by three-fifths of all the
members elected to each of the two Houses of the General
Assembly, the same shall take effect from the date of its.
passage.

CHAPTER 308.

AN ACT to add a new section to Article 7 of the Code of Public
Local Laws of Maryland (1930 Edition), title "Carroll
County, " sub-title '' Sykesville, '' said new section to be known
as Section 362A of said Article and to follow immediately
after Section 362, and to repeal and re-enact with amendments
Section 363 of said Article 7, authorizing the Mayor and Corn^
mon Council of Sykesville to borrow not exceeding fifteen
thousand dollars ($15, 000) for municipal purposes, to issue
notes therefor and to authorize the levying of taxes for the
payment of said notes and the interest thereon.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to Article 7
