the whole of said bonds shall have been paid, and the date of
issue shall be the same on all bonds under this Act, which date
shall be May 1, 1931, and the same shall be advertised by the
Commissioners of Oxford upon such notice as they may deem
advisable, and sold to the highest bidder f of cash, provided the
same shall not be sold for less than their par value and accrued
interest.

SEC. 4. And be it further enacted, That for the purpose of
redeeming said bonds at maturity and for the purpose of secur-
ing prompt payment of the interest thereon, the Commissioners
of Oxford shall levy annually upon the assessable property of
the town of Oxford a tax for such sum or sums as may be neces-
sary to pay said bonds as they shall severally mature and to
pay also any and all interest on all of said bonds and when
the same shall become due and payable, as hereinbefore provided.

SEC. 5. And be it further enacted. That this Act shall not
become effective unless at a special election to be held in the town
of Oxford on a date to be fixed by the Commissioners of said
town, which election shall be conducted in all respects as regular
elections in the town of Oxford are conducted, there shall be
cast a majority of votes in favor of the water extension loan as
provided in this Act, and that at said election the question of
the approval or disapproval of the provisions of this Act shall
be submitted to the qualified voters of the said town of Oxford,
as follows, namely: That on the ballots provided by the Com-
missioners of Oxford at said election there shall be printed the
words "For Oxford Water Bond Issue of 1931" and "Against
Oxford Water Bond Issue of 1931, " with a square after said
words, in each case, for the (X) mark of the voter, and the
voter may vote thereon by an (X) mark after his choice, and
if there be a majority of votes cast in favor of said loan, then
this Act and the provisions thereof shall go into effect imme-
diately, and if there be a majority of votes cast against said loan,,
then this Act shall be null and void, except as hereinafter pro-
vided.

In the event that a majority of votes cast at the special elec-
tion as provided for in this Act shall be against said loan, then
the Commissioners of Oxford shall submit the water extension
loan herein proposed in the same manner and under the au-
thority of this Act at the next regular municipal election to
be held in said town in the same manner and method as herein-
before provided.

SEC. 6. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and having
