(d)   The Clerk of the Court is authorized upon the payment
to him of the fee of $100. 00, and upon application by a non-
resident of the county not being a taxpayer, as provided for
above, to issue a license to such applicant authorizing him to
fish for one year with seines and nets in the waters of Sinne-
puxent Bay and its tributaries within said county as a resident
of the county is permitted to do.

(e)   It shall be unlawful for any person to fish at any time
except by rod, hook and line in that part of the waters of
Her ing Creek which lie south of the dam, now partially con-
structed and intended to be completed, and which dam is con-
tiguous to and south of the state road bridge crossing Her ing
Creek.

SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1931.

CHAPTER 251.

AN ACT to define and enlarge the power and authority con-
ferred upon the Mayor and Council of Easton, Maryland,
by Chapter 227 of the Acts of the General Assembly of
Maryland of 1927, and to confirm, in the commission created
by said Act, the power and authority, in respect to erecting
or otherwise providing either one or two buildings for the
purposes of said Act, as in Section 4 of said Act is provided.

WHEREAS, It has not been definitely and finally determined,
pursuant to Chapter 227 of the Acts of the General Assembly
of Maryland of 1927, by the Mayor and Council of Easton,
whether in their judgment it would be more suitable to pur-
chase land and erect thereon or otherwise provide a building to
house and take proper care of the property and equipment of
the Easton Fire Department, and to supply offices necessary
for the use and needs of the town government and the several
departments thereof, or whether it would be more suitable to
erect or otherwise provide a separate building for the said
property and equipment of the Easton Fire Department and
a separate building to supply offices as aforesaid; and
