exclusively for the payment of said bonds when they severally
mature and/or the purchase of said bonds on the open market
a sum each year not less than than seventy-five per cent, (75%)
of the funds allocated to or set aside for use in Calvert County
for the construction of roads on a mileage basis from the so-
called "Post Roads" and "Lateral Roads" funds, and if in any
year, said Commissioners have available sufficient funds from
said Commission to pay all bonds maturing in that year, they
need levy no taxes to pay the same, but shall redeem such bonds
with the funds, so received; and provided further that if in any
year the said County Commissioners shall not have available
from the funds so paid to them by the State Roads Commission
sufficient money to meet the bonds maturing in said year, they
shall levy a tax sufficient to pay the difference between the
amount so received from the Commission as aforesaid and the
amount required for the redemption of said bonds.

SEC. 7. And Be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety and being
passed upon a yea and nay vote supported by three-fifths of all
the members elected to each of the two Houses of the General
Assembly, the same shall take effect from the date of its passage.

CHAPTER 247.

AN ACT to authorize the Governor of Maryland to appoint a
commission of seven persons to review the underground and
surface water resources of the State of Maryland in order to
determine upon the most effective plan to preserve and allo-
cate such water supply resources for maximum public bene-
fit and use; to study the problem of regulation of streams by
storage reservoirs or other means; to survey the necessity for
creating water service districts; to review the present prac-
tices and future necessities in the location, design and con-
struction of dams and reservoirs; and to prepare and sub-
mit a report to the General Assembly of Maryland of 1933
embodying its findings and recommendations, including a
legislative program, if such be found desirable in the light of
the commission's investigations.

Section 1. Be it enacted by the General Assembly of
Maryland, That immediately upon the passage of this Act, the
