Chapter 54 of the Acts of the General Assembly of Maryland
of 1916, or said bonds may be sold and the proceeds from the
sale of the same or the sale of such part of the same as cannot
be exchanged for the bonds issued under the said Chapter 54
of the Acts of the General Assembly of Maryland of 1916,
shall be used for the purpose of paying off and retiring the
Midland General Improvement Bonds issued under the Act
aforesaid.
SEC. 3. And be it further enacted, That the Mayor and
Council of Midland may provide by ordinance for the exchange
of said Bonds, or the sale of same, or may provide by ordinance
for exchange of part of said bonds, or sale of part of said
bonds whichever it may find advisable, and in the event that
said bonds, or any part thereof are to be sold, then the said
sale shall be first advertised in two daily newspapers published
in Allegany County, once a week, for two successive weeks,
inviting proposals for the purchase of the said bonds, and at
the time and place mentioned in said advertisement; any pro-
posals received shall be opened by the Town Clerk, in the pres-
ence of the Mayor and Town Council in public meeting, said
bonds shall be sold to the highest responsible bidder, but the
said Mayor and Council shall have the right, if they deem it
advisable, to reject any and all bids and may readvertise for
further bids in the manner above provided.
SEC. 4. And be it further enacted, That the Mayor and
Council of Midland are hereby authorized and empowered to
levy and collect annually an additional special tax upon all of
the assessable property in the Town of Midland, sufficient in
amount to pay off the bonds authorized in this Act, as and when
the same shall mature, and also to pay the interest on said
bonds, as and when the same shall become due and payable;
and the proceeds from said tax shall be placed in a separate
fund, and shall be used solely for the purpose of paying the
interest on said bonds, and the principal thereof at maturity.
SEC. 5. And be it further enacted, That this Act is hereby
declared to be an emergency Act and necessary for the imme-
diate preservation of the public health or safety in the town
of Midland; and that if this Act shall be passed upon a yea
and nay vote, supported by three-fifths of all of the members
elected to each of the two House of the General Assembly, that
then this Act shall take effect from the date of its passage.
