number of signatures to said petition shall not be less than one
hundred, but said signatures need not all be appended to one
paper.
Sec. 7. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and the same
having been passed upon a yea and nay vote, supported by three-
fifths of all members elect of each of the two Houses of the Gen-
eral Assembly, the same shall take effect from the date of its
passage.

CHAPTER 3.
AN ACT to repeal and re-enact with amendments Section 822
of Article 22 of the Code of Public Local Laws of Maryland
(1930 Edition), title "Washington County, " sub-title "Wil-
liamsport, '' for the purpose of extending the term of the pres-
ent Burgess of the Burgess and Commissioners of Willams-
port, designated to fill the unexpired term of Ex-Burgess Wil-
liam D. Byron, resigned, to the first Monday of March, 1932,
or until the successor of said Ex-Burgess shall have been duly
qualified, and providing that there shall be no election for the
office of Burgess in the year 1931, as would have been held
under said Section 822 of Article 22.
Section 1. Be it enacted by the General Assembly of Mary-
land, That Section 822 of Article 22 of the Code of Public Local
Laws of Maryland (1930 Edition), title "Washington County, "
sub-title " Williamsport, " be and the same is hereby repealed and
re-enacted with amendments, to read as follows:
822. If any of the officers elected as aforesaid shall die, resign,
remove from said town of Williamsport or be otherwise disquali-
fied or displaced before the expiration of the term for which he
was elected, then the remaining officers shall have the power to
fill, the vacancy by appointment, the person so appointed to hold
office until the next annual election at which a person shall be
elected to serve the unexpired portion of the term, except that
the office of the present Burgess appointed to fill the unexpired
portion of the term of Ex-Burgess William D. Byron, resigned,
be not subject to an election on the first Monday of March, 1931,
and that his term be extended and made to last until the first
