schools in Frederick County, and to levy on the assessable
property in Frederick County such taxes as may be neces-
sary for the payment of the bonds hereby authorized to be -
issued and the interest thereon as it becomes due.

WHEREAS, During the years of 1928 and 1929, a greatly
^enlarged enrollment of school children occurred in the public
schools of Frederick County, Election District Number 2; and

WHEREAS, Facilities then available for the proper education
of said children and for housing them in safe and sanitary
modern school houses were inadequate; and

WHEREAS, The proceeds of the school bond issue authorized
by the 1927 session of the General Assembly of Maryland had
been expended as therein authorized and the proceeds thereof
had proven inadequate to meet the pressing needs for addi-
ditional school facilities; and

WHEREAS, In order to meet the existing needs the Board of
Education for Frederick County has applied the balance of the
proceeds of the bond issue aforesaid to the construction of
public school buildings for Frederick County, the purchase of
equipment therefor and have arranged to finance the same
until such time as funds might be made available by the
issuance of bonds by the said Board of County Commissioners
for Frederick County, under the authorization of the General
Assembly of Maryland, 1931 Session; and

WHEREAS, Unexpected repairs to public school buildings
became necessary during the years of 1929 and 1930; and

WHEREAS, The budget of the Board of Education for Fred-
erick County was inadequate to meet the above described im-
perative needs; therefore

SECTION 1. Be it enacted by the General Assembly of
'Maryland, That the Board of County Commissioners for Fred-
erick County in order to provide the necessary funds to pur-
chase or condemn real estate and pay for the erection, repair
or improvement of public school buildings, in Frederick Coun-
ty, or for furnishing or re-furnishing or equipping or re-
equipping the same, and for the purpose of refunding to the
Board of Education for Frederick County the sum of not more
