539. The Burgess and Commissioners of Middletown may
purchase and maintain a public building for municipal pur-
poses, for the accommodation of fire apparatus, and for a com-
munity and town hall or for any one or more of these pur-
poses, upon such terms and at such prices as may be fair and
equitable in the judgment of said Burgess and Commissioners,
and the said Burgess and Commissioners are hereby authorized
to appoint a board, to be known as the "Town Hall Commis-
sion, " composed of not less than five, nor more than seven per-
sons, who may be qualified voters of the town, or public-spirited
residents of the community, which said members of the Com-
mission shall hold office for a period of one year, or until their
successors are appointed by the Burgess and Commissioners,
and it shall be the duty of said Town Hall Commission to
organize, by electing a chairman, a secretary, and a manager
for said hall (the Register of said town shall act as treasurer
of the Commission), and said board shall have in its control
the supervision and operation of said hall, the maintenance
thereof, the operation policies and shall provide for every de-
tail in the operation thereof for the good of the town and com-
munity for nurturing education, drama, the fraternal spirit,
and every form of activity that will work for community bet-
terment and individual enlightenment.

For the purpose of acquiring a property as aforementioned
the said Burgess and Commissioners shall have the power to
issue bonds in a sum not exceeding five thousand dollars ($5, -
000. 00), payable on or before fifteen years after date, bear-
ing interest at a rate not exceeding five per cent, per annum,
the terms and conditions, and rate of interest on said bonds to
be prescribed by ordinance, ' duly passed by the Burgess and
Commissioners, and the Burgess and Commissioners shall have
power to levy and collect taxes to carry out the provisions of
this section, and to pay interest on the bonds authorized here-
under, and to provide a sinking fund for the liquidation of
said bonds at maturity.
