17. They shall be the judges of their elections and the
qualifications of their own members, and may, with the con-
currence of their whole number, expel any member for dis-
orderly behavior or mal-conduct in office.
SEC. 2. And be it further enacted. That this Act shall take
effect June 1, 1931.

CHAPTER 34.
AN ACT to amend the charter of the Burgess and Commis-
sioners of Middletown, in Frederick County, by repealing
and re-enacting, with amendments, Sections 520 and 539 of
Article 11 of the Code of Public Local Laws of Maryland
(Edition by George R. Dennis, Jr. ), title "Frederick Coun-
ty, " sub-title "Middletown, " relating to qualification of
voters, officers and elections, and the acquisition, mainte-
nance and operation of a town hall.
SECTION 1. Be it enacted by the General Assembly of
Maryland, that Sections 520 and 539 of Article 11 of the Code
of Public Local Laws of Maryland (Edition by George R.
Dennis, Jr. ), title "Frederick County, " sub-title "Middle-
town, " be and the same are hereby repealed and re-enacted so
as to read as follows:
520. The citizens of Middletown of the age of twenty-one
years and upwards, who shall have resided within the taxable
limits of said town for a period of twelve months preceding
the election, and qualified and entitled to vote under the Con-
stitution and laws of the State of Maryland at any State elec-
tion, shall be entitled to vote at any election for Burgess and
Commissioners, or at any other municipal election in said town.
The Burgess of said town shall, at least two weeks before
the time of election, in each election year, issue a call for a
nominating convention, to be composed of the residents of said
town who may attend the same, and who shall be entitled to
vote in the coming election, said nomination convention to be
held at some public place in said town, to be designated by the
Burgess, and notice of which shall be published in the Valley
