said to punish for contempt shall not be construed to extend to
any cases arising in Traffic Court, except the cases specifically
set forth and provided for in Section 4 of Article 27 of the
Annotated Code of Maryland as within the power of the sev-
eral courts of this State to inflict summary punishments for
contempt of court.

The Police Commissioner of Baltimore City shall designate
four or more members of the police force of the rank of ser-
geants, with the right of the Commissioner of Police to pro-
mote their rank to lieutenant in his discretion, but who shall,
however, in any event, receive the salary of lieutenants while
acting in said Traffic Court, one of whom shall be assigned to
each of the parts or sessions of the Traffic Court herein pro-
vided, and who shall execute the powers and directions of Jus-
tice presiding at said session. In addition to the number of
Station House clerks now provided for by law, said Police
Commissioner is hereby authorized and directed to employ such
number of additional clerks as may be necessary to properly
keep the dockets and records of arrests and convictions. Such
records shall be kept in such form and under such plan as may
be jointly agreed upon by the Commissioner of Motor Vehicles
and the Justices of the Peace of the Traffic Court. Salaries,
paid to police and all clerks assigned for duty in the Traffic
Court shall be paid by the Police Commissioner out of the
funds received for that purpose from the Commissioner of
Motor Vehicles. There shall be one chief clerk, who shall re-
ceive the salary of two thousand two hundred dollars per an-
num, payable monthly, and who shall have general charge and
supervision of the entire clerical force of the Traffic Court, and
there shall be one deputy clerk assigned to each of the sitting
Magistrates who shall receive the salary of two thousand dol-
lars per annum, payable monthly, there shall also be such other
or additional clerks as may be necessary to properly keep the
records and accounts of the Court. The Deputy Clerk assigned
to each of the several magistrates shall collect and take charge
of all fines, penalties, forfeitures, fees and costs imposed by the
Magistrate to whose court he is assigned, and he shall account
for all such moneys collected by him at the close of the session
each day to the Chief Clerk. The latter shall account at least
once a week to the Commissioner of Motor Vehicles for all
fines, forfeitures, penalties, fees and costs collected by the
Traffic Court. The Chief Clerk, before entering upon the
duties of his office, shall cause to be executed and delivered to:
