; as herein provided. The term "municipal authorities" as used
in this Act shall mean the governing body of any incorporated
town and/or city located in Allegany County, Maryland. The
provisions of this Act, if utilized, shall not be deemed or con-
strued to cause a merger or waiver or loss of priority of any
lien for said taxes now given said municipal authorities by law.

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public. health and safety, and having
been passed by a yea and nay vote, supported by three-fifths
of all the members elected to each of the two Houses of the
General Assembly, the same shall take effect from the date of
its passage.

CHAPTER 177.

AN ACT to repeal and re-enact, with amendments, Section 205
of Article 56 of the Annotated Code of Maryland (1929
Supplement), title "Licenses, " sub-title "Motor Vehicles, "
sub-heading "Traffic Court, " including the compensation of
the Assistant Magistrate of the Traffic Court.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 205 of Article 56 of the Annotated
Code of Maryland (1929 Supplement), title "Licenses, " sub-
title "Motor Vehicles, " sub-heading "Traffic Court, " be and it
is hereby repealed and re-enacted with amendments, to read as
follows:

205. In addition to the Justices of the Peace provided for
in Section 623 of Article 4 of the Code of Public Local Laws
of Maryland, there shall be appointed by the Governor, by and
with the advice and consent of the Senate, and if the Seriate
shall not be in session, by the Governor, from the City of Balti-
more at large, not more than three additional Justices of the
Peace, to be known as the Justices of the Peace of the Traffic
Court, who shall be of high moral character and reputable
members of the Bar of the Supreme Bench of Baltimore City,
who shall have been actively engaged in the practice of law
