published in one or more newspapers of said county for two
consecutive weeks, designating the date upon which said
County Commissioners shall meet for the purpose of hearing
objections to said additional special levy; and upon the date
fixed for such hearing, said Commissioners shall hear the
advocates and opponents of such additional special levy and
thereafter determine the amount if any, of such additional
special levy for said villages, but in no case shall said addi-
tional special levy be greater than thirty cents on each
one hundred ($100. 00) dollars of the assessable value of real
and personal property, as aforesaid, in any one year.
SEC. 2. And be it further enacted, That it is hereby de-
clared that this is an emergency law and necessary for the
immediate preservation of the public health and safety, and
the same having been passed upon a yea and nay vote, sup-
ported by three-fifths of all the members elected to each of the
two Houses of the General Assembly, this Act shall take effect
from the date of its passage.

CHAPTER 29.
AN ACT to repeal and re-enact with amendments Section 320
of 'Article 22 of the Code of Public Local Laws of Mary-
land (1930 Edition), title "Washington County, " sub-title
"Hagerstown, " relating to the compensation of the Clerk of
Hagerstown.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 320 of Article 22 of the Code of
Public Local Laws of Maryland (1930 Edition), title "Wash-
ington County, " sub-title "Hagerstown, " be and the same is
hereby repealed and re-enacted with amendments so as to read
as follows:
320. The Clerk shall keep careful and accurate minutes of
the proceedings of the council, and record all ordinances passed
in a book to be kept exclusively for that purpose called the
Ordinance Book; keep all records, papers and documents of
the town in his safe custody; issue all licenses and collect or
