SEC. 3. And be it further enacted, That the Board of Edu-
cation of Allegany County shall have the authority to petition
the Road Directors of Allegany County for the closing of any
or all the streets and alleys set out in Section 1 of this Act,
and shall further have the authority to defray the proper ex-
penses of the proceedings for closing said streets and alleys,
including the damages awarded any property owners found in
said proceedings to be affected by said closing of said streets
and alleys, and all other expenses incident to the closing of
said streets and alleys, provided that the Board of Education
of Allegany County shall require the same for the site of a
school house, or for enlarging a school house lot, or for play-
grounds or other school purposes.

SEC. 4. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and having
been passed by a yea and nay vote, supported by three-fifths
of all the members elected to each of the two Houses of the
General Assembly, the same shall take effect from the date of
its passage.

CHAPTER 19.

AN ACT to provide for a bond issue by the Town Commission-
ers of Centreville, Queen Anne's County, Maryland, a
Municipal Corporation, for the purpose of providing addi-
tional equipment for and making improvements at the elec-
tric plant of said municipal corporation.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That the Town Commissioners of Centreville, a
Municipal Corporation, are hereby authorized and empowered
in their discretion to borrow upon the faith and credit of said
town, a sum not to exceed seventy thousand dollars, for the
purpose of providing additional equipment for and making
improvements at the electric plant of said municipal corpora-
tion, and to issue coupon bonds in the name of said corpora-
tion for the amount so borrowed, each bond to be issued for
