nance and administration of the Engineering Department
and/or for the conduct and supervision of any and all public
works in Montgomery County; and provided further that any
and all duties heretofore by law required to be performed by
the Montgomery County Road Superintendent shall after the
passage of this Act be performed by the County Engineer and
his assistants.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the im-
mediate preservation of the public health and safety, and being
passed upon a yea and nay vote, supported by three-fifths. of
all the members of the two Houses of the General Assembly,
the same shall take effect from the date of its passage.

CHAPTER 129.
AN ACT to repeal and re-enact, with amendments, Section
234 of Article 9 of the Code of Public Local Laws of
Maryland (1930 Edition), title "Charles County, " sub-title
"Roads, and Bridges, " reducing the levy for roads and
bridges in Charles County.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 234 of Article 9 of the Code of Public
Local Laws of Maryland (1930 Edition), title "Charles Coun-
ty, " sub-title "Roads and Bridges, " be and it is hereby repealed
and re-enacted, with amendments, to read as follows:
234. The County Commissioners of Charles County shall,
at the time of making the annual levy in said county for the
year 1931, levy in said year, upon the taxable property of the
said county, the sum of seventeen thousand dollars ($17, 000)
and annually thereafter levy upon the taxable property of the
said county the sum of fifteen thousand dollars ($15, 000) for
the purpose of paying for the construction, reconstruction, re-
pair and maintenance of the roads and bridges of -said county;
the said sums to be held by the treasurer of Charles County,
subject 'to the order of the Board of Road Commissioners of
