quirements of such application and permit and it may also
provide penalty for violation of such ordinance and for the
prevention and remedy for the violation of same.

SEC. 2: And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and being
passed upon a yea and nay vote, supported by three-fifths of
all the members elected to each of the two Houses of the Gen-
eral Assembly, the same shall take effect from the date of its
passage.

CHAPTER 108.

AN ACT to authorize and empower the Board of County
Commissioners of Montgomery County to borrow on the
faith and credit of the county to the amount of two million
one hundred forty-four thousand dollars ($2, 144, 000. 00)
and to issue and sell bonds therefor, the proceeds thereof to
be used in the discretion of the County Commissioners for
the construction of, repairs and addition to school buildings
and equipment therefor, for acquiring land in connection
therewith, and to construct roads and bridges in Montgom-
ery County and purchase or condemn land therefor, and pro-
viding generally for the payment of interest on the said
bonds and the principal thereof by the levy of taxes, and
providing that this Act be passed as an emergency measure.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That the Board of County Commissioners of Mont-
gomery County, in order to provide for certain necessary con-
struction work of said county, to meet emergency needs in the
construction of new school houses, additions to existing school
buildings, and acquiring land therefor, in order to maintain in
that portion of the State of Maryland lying within the limits
of Montgomery County an adequate State system of free pub-
lic schools, in order to construct hard surfaced, improved
roads and necessary bridges in Montgomery County as a
part of the State system of improved highways, and in
order to relieve the emergency situation of unemployment
