office to which he may be appointed, and at the expiration of
the term, or any subsequent term to which he may be appointed,
shall turn over to his successor, or to the Mayor and Council of
Chestertown, all the property, money, books and papers belong-
ing to his office or to the Mayor and Council of Chester town,
and everything else pertaining to the office. The bonds pro-
vided for in this Act shall be by the Clerk of the Circuit Court
for Kent County, Maryland, recorded, and returned to the
Mayor and Council of Chestertown and the expense of record-
ing them, together with the premiums paid surety companies
to obtain them, shall be paid out of the funds or revenues of
said Water rents.

SEC. 2. And be it further enacted, That the question
whether the waterworks of Chestertown shall or shall not be
controlled and operated by the Mayor and Council of Chester-
town, in accordance with the provisions of this Act instead of
by the Water Board, shall be submitted to the registered and
qualified voters of Chestertown on the third Monday of July,
1931, at an election then to be held, at which election the
polls shall be open at 9. 00 A. M. and shall close at 6. 00 P. M.
All registered voters of Chestertown who will on said day be
qualified to vote for a Mayor and four Councilmen of Chester-
town shall be entitled to vote upon the aforesaid question. The
Commissioners of Chestertown are hereby directed to have
ballots printed to be used in said election, on which ballots
shall appear in clear, plain, bold type, of the size and style
required by the General Election Laws of the State of Mary-
land for the printing of names of candidates, the following
question, to wit:

"Shall Or Shall Not the Waterworks of Chestertown Be
Controlled and Operated By the Mayor and Council of Ches-
tertown, As Provided By Chapter... of the Acts of the Gen-
eral Assembly of Maryland of 1931, Instead of By the Water
Board ?"

Immediately after which shall be printed on separate lines
with a square box to the right and opposite the words "For
the Waterworks of Chestertown Being Controlled and Oper-
ated By the Mayor and Council of Chestertown, " and a cor-
responding square to the right and opposite the words, "Against
the Waterworks of Chestertown Being Controlled and Oper-
ated By the Mayor and Council of Chestertown, " all to be
printed on said ballots, so as to give the voter a clear oppor-
tunity to designate by a cross mark (X) in the proper square
