for approval by a majority of the votes to be cast by the
qualified voters of Chestertown at an election to be held on
the third Monday in July, 1931.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Sections 123 to 129, both inclusive, of Article
15 of the Code of Public Local Laws of Maryland (1930 Edi-
tion), title "Kent County, " sub-title "Chestertown, " sub-head
"Water Board, " be and the same are hereby repealed and re-
enacted with amendments so as to read as follows:
123. The Mayor and Council of Chestertown shall have
charge of the waterworks in Chestertown and shall operate the
same, with authority to employ and pay such superintendent,
engineers, workmen, laborers and employees as may be neces-
sary to carry on and maintain the same and supply said town
and the inhabitants thereof with water, and shall have author-
ity to purchase materials and supplies necessary to operate the
same, and to make repairs and additions as necessity may re-
quire for fire protection and domestic use; and to fix, charge
and collect water rates and water rents for the use of said
water; and to make said water rent charges a lien on the prop-
erties furnished water, and to adopt and provide rules and reg-
ulations by ordinances therefor.
124. The Mayor shall appoint, with the confirmation by the
Council, another standing committee, to be known as "Water, "
with the Mayor as Chairman, and consisting in addition there-
to of one Councilman and one resident of the town, not a mem-
ber of the Council, but with like qualifications and equal au-
thority, who shall carry into effect the provisions of this Act,
subject to the approval, disapproval or action of the Mayor and
Council of Chestertown.
125. The Mayor and Council shall select some person, who
may be one of the members of the standing committee on
Water, or its Clerk to act as Treasurer of Water Revenues,
who shall monthly collect from the superintendent all water
rents and income and pay all bills of expenses for the running
and maintenance of said waterworks on checks signed by him
as such Treasurer and countersigned by the Mayor or in the
absence of the Mayor by the Acting Mayor and monthly pre-
pare and file with the standing committee on Water and with
the Mayor and Council a full itemized account of receipts and
