Council so constituted shall have control and supervision over
all departments of said town, and to that end shall have power
to make and enforce such rules and regulations as they may
see fit and proper, for and concerning the organization, man-
agement and operation of all departments of said town and
whatever agencies may be created for the administration of its-
affairs.

100.      The Mayor shall appoint, with the advice and con-
sent of the Council, by a majority vote, the following officers:

One Town Clerk,

One Solicitor,

One Town Engineer,

One Chief of Police.

All such officers so appointed shall receive such salary or
compensation as the Mayor and Council may, by ordinance,
provide, payable in equal monthly instalments, and shall hold
their offices for two years, or until the appointment and quali-
fication of their successors, unless removed by the said Mayor1
and Council under the authority vested in it by this Act,

The Mayor and Council may by ordinance provide for the
appointment of such other officers and employees of said town
as it may be deemed necessary for the improvement of said
town from time to time; and to provide the terms, compensa-
tion and duties of such other additional officers and employees.

101.      The Mayor shall also appoint, with the confirmation
by the Council, the following standing committees with the
Mayor as chairman of all committees:

A.      "Public Safety, " consisting of two members of Coun-
cil, who shall have charge of the enforcement of all police
regulations and all other regulations pertaining to the safety
and protection of the town.

B.      "Streets, Sewers, Garbage, Electricity and Gas, " con-
sisting of two members of Council, who shall have supervision
over all streets, alleys, and public thoroughfares, sewers, gar-
bage, contracts and franchises with public utility companies,,
and be charged with the duty of keeping streets, alleys and
public grounds in a clean and sanitary condition, and with the
enforcement of all rules and regulations necessary to these
ends and who shall also have under their special charge the
supervision of all public improvements, except as herein other-
wise provided, and shall see that all contracts therefor are-
