require a greater width or size of yards, courts or other open
space, or require a lower height of buildings or a less number
of stories, or require a greater percentage of lot to be left
unoccupied, or impose other higher standards than are required
by the regulations made under authority of this Act, the pro-
visions of such local ordinance or statute or regulation shall
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1931.

CHAPTER 94.
AN ACT to authorize the Mayor and Council of Rockville to
issue bonds to an amount not to exceed fifty thousand dollars
for the purpose of improving and increasing the water sup-
ply and water system, sewerage system and sewerage disposal
plant or plants of the Town of Rockville, together with the
power to acquire by condemnation or otherwise land neces-
sary for the purpose; to provide for a special tax to pay said
bonds, interest thereon and the cost incident to the issuance
and sale thereof; also creating and defining the powers of a
commission to assist and co-operate with said Mayor and
Council in the premises.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That the Mayor and Council of Rockville be and it
is hereby authorized and empowered to issue the bonds of said
corporation for such sum, not to exceed fifty thousand dollars,
as may be necessary to improve and increase the water supply,
and water system, sewerage system and sewerage disposal
plant or plants of the Town of Rockville, and the acquisi-
tion of such land or other property as may be deemed neces-
sary in connection therewith. Said bonds to be issued
from time to time as the Mayor and Council of Rockville shall
by ordinances prescribe, and to be issued for such amounts and
to be payable at such time or times and to bear such rates of
interest, not to exceed fiVe per centum per annum, as the
Mayor and Council of Rockville shall by ordinances prescribe,
