WHEREAS, The Government has some 200, 000, 000 bushels*
of wheat now stored in the respective grain elevators through-
out the Country, and

WHEREAS, The people of the United States have been and
are now suffering great privation as result of the want of food,,
and

WHEREAS, There does not appear to be any definite plan or
solution for the disposal of the 200, 000, 000 bushels of Gov-
ernment owned wheat, and

WHEREAS, This Government owned wheat could be milled
or ground and the flour made therefrom given to those who are
without food, thus minimizing the suffering of our people;;
now, therefore, be it

Resolved by the General Assembly of Maryland, That the
President of the United States be and he is hereby memorial-
ized and requested to take such steps as necessary to turn over
to the respective flour-mills of this country all the 200, 000, 000'
bushels of wheat held by the Government to be ground and the
flour made therefrom be turned over to the Red Cross and
respective city and State charity organizations for their dis-
tribution, with a view to supplying food to those in want.
Further, that the flour made from the wheat held by the Gov-
ernment is to be used solely for those in distress and not to be
distributed in any way that would conflict with sales of flour-
on the open market.

Approved April 17, 1931.

A Joint Resolution requesting the Congress to create a Na-
tional Military Park on the Battlefield of Monocacy, to
commemorate the battle fought there on July 9, 1864,
whereby a Federal force under General Lew Wallace de-
layed the march upon Washington by General Jubal A.
Early, in command of a Confederate force of infantry, cav-
alry and artillery, and thereby saved the National Capital
from capture and possible destruction.
