on the opening of such sealed proposals, as many of said bonds
as have been so bid for shall be awarded by the Board of County
Commissioners to the highest responsible bidder or bidders
therefor, for cash, if the prices bid are adequate in the judg-
ment of the said Board; and when two or more bidders have
made the same bid, and such bid is the highest and the bonds so
bid for by the highest responsible bidders are in excess of the
whole amount of the bonds offered for sale such bonds shall be
awarded to such responsible bidders bidding the same price in
a ratable proportion; and if any of said bonds so offered for
sale are not bid for, or if an insufficient price be bid for them
they may subsequently be disposed of under the direction of
the Board of County Commissioners at a private sale, upon
the best terms they can obtain for the same; and provided
further that said Board, in its discretion, shall have the right
to reject any and all bids.
SEC. 4. And be it further enacted, That the County Com-
missioners of Montgomery County be and they are hereby au-
thorized and directed to levy annually, on the taxable property
of said county a sum of money sufficient to pay the interest on
said bonds and to redeem said bonds as they mature and be-
come payable, and said taxes shall be collected in like manner
as other taxes in said county, and when collected shall be ap-
plied to the payment of the interest on said bonds and to the
redemption of said bonds, as they mature and become payable..
SEC. 5. And be it further enacted, That the proceeds of the
sale of said bonds shall be used for the purpose of paying into
the Treasury of Montgomery County the sum of thirty thou-
sand dollars ($30, 000. 00) to refund to. the treasury the sum,
expended from the general funds of the county' by reason of the
deficiency of the proceeds of a bond issue authorized by Chap-
ter 405 of the Acts of the General Assembly of Maryland,
Session of 1927, providing for the construction of police sta-
tions in Montgomery County, to pay for the total cost of con-
struction thereof.
SEC. 6. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and being
passed upon a yea and nay vote, supported by three-fifths of
all the members of the two Houses of the General Assembly,
the same shall take effect from the date of its passage.
