for value and in good faith shall be bound to see to the appli-
cation of the purchase money of said bonds, and the rights of
the holder of said bonds to receive the payment of the prin-
cipal and interest thereon shall not be affected by the failure
of the said County Commissioners or their officers or agents,
or the State Roads Commission or its officers or agents to do
any of the acts provided for by the terms of this Act.
SEC. 9. And be it further enacted; That the question
whether said "Public Road Bonds of Dorchester County,
1931, " shall or shall not be issued by the County Commission-
ers of Dorchester County for the purposes set forth in this Act
shall be submitted to the registered and qualified voters of Dor-
chester County at the general election held in November, 1932,
and the Supervisors of Election of Dorchester County are
hereby directed to have ballots printed to be used in said
election stating in clear, plain, bold type of the size and style
required by the General Election Laws of Maryland for the
printing of names of candidates, the following question:
"Shall or shall not public road bonds of the par value of
one million dollars be issued by the County Commissioners of
Dorchester County, the proceeds to be used by the State Roads
Commission for the construction and improvement of roads
and bridges in Dorchester County, as provided by Chapter
— of the Acts of the General Assembly of Maryland of 1931 ?"
Immediately after which shall be printed on separate lines,
with a square or box to the right and opposite the words "For
Road Bonds, " and a corresponding square to the right and
opposite the words "Against Road Bonds, " all to be printed on
said ballots so as to give the voter a clear opportunity to desig-
nate by a cross mark in the proper square or box his or her
decision for or against said road bonds. The Supervisors of
Elections of Dorchester County shall give notice at least fifteen
days before the day of said election by advertisement in all
the newspapers published in said county of the submission of
said question, provided that if said notice shall not be given,
or not given in the manner prescribed, such failure shall not
invalidate this Act or prevent its taking effect, or in any man-
ner impair the validity of any bonds issued under authority
thereof. The special election shall be conducted in all respects
as are the general elections for said Dorchester County by the
regularly qualified voters of said county, and in the same poll-
ing or voting places, designated in the same way and the offi-
cials to be selected and qualified as for general elections. The
