value and in good faith, shall be bound to see to the applica-
tion of the purchase money of said bonds, and the rights of the
holder of said bonds to receive the payment of the principal
and interest thereon shall not be affected by the failure of the
said County Commissioners or their officers or agents, or the
State Roads Commission or its officers or agents to do any of
the acts provided for by the terms of this Act.

SEC. 9. And be it further enacted, That there is hereby
created a board to be composed of three members to be known
as the Road Auxiliary Board of Cecil County, one member of
which shall be designated by the Governor, and two members
of which shall be designated by the Circuit Court for Cecil
County. The members of said board shall hold office from
the date of their appointment and until the funds realized from
the sale of the aforementioned bonds shall have been fully
administered in accordance with the terms and provisions of
this Act. In the event of the death or resignation or refusal
to act of any member of said board the Circuit Court for Cecil
County shall designate another to fill said vacancy. The mem-
bers of said board shall serve without compensation, and shall
immediately organize by the election of one of its members
. as chairman and one of its members as Secretary. A major-
ity of said board shall constitute a quorum. Said Board so
constituted and organized shall have and possess joint and
equal authority and control with the Board of County Com-
missioners of Cecil County in the recommendation of roads and
bridges to be constructed under this Act, and over the fund or
funds produced by the sale of the bonds hereinbefore men-
tioned, and no part of said fund shall be expended for any
purpose whatsoever until said Auxiliary Board has been ap-
pointed and organized.

CHAPTER 511.

AN ACT to authorize the creation of a State debt in the aggre-
gate amount of five hundred thousand dollars ($500, 000. 00),
the proceeds thereof to be used for paying part of the cost
of securing property and the construction of a canal or
inlet south of Ocean City in Worcester County, to connect
