SEC. 18. And be it further enacted, That said Mayor and.
Council of Mountain Lake Park may establish and maintain a
town lockup and may confine therein all persons convicted of
violation of their ordinances, and in default of the payment of
fines imposed for such violations or may, at their option, con-
fine such persons in the county jail at the expense of said town
or they may require such persons in default of payment of fine
to work out such fines and costs upon the streets or other im-
provements of said town, such person to be allowed as a credit
on such fines or costs the same wages as are paid other employees,
of said town for the same character of work.

SEC. 19. And be it further enacted, That all fines, penalties
and forfeitures imposed for violating any ordinances passed by
said Mayor and Council shall be recoverable by the Mayor and
Council of Mountain Lake Park before any justice of the peace
of the State of Maryland, residing in Election District No. 7, in.
Garrett County, as may be elected police justice for said town,
by said Mayor and Council and no other, as small debts, and.
shall be paid to the Mayor and Council for the use of said town.
And anyone feeling aggrieved by any judgment rendered by
said police justice shall have the right of appeal to the Circuit
Court for Garrett County at the next term of said court, but
no judgment, fine or penalty imposed shall be stayed unless the
party taking the appeal shall file a bond to be approved by the
said justice in double the amount of the fine and costs to the
Mayor and Council of Mountain Lake Park, conditioned upon
the successful prosecution of said appeal.

SEC. 20. And be it further enacted, That the Mayor and!
Council of Mountain Lake Park shall have full power to pro-
vide for the introduction of water, electric light or gas into
said town, and to effectuate such object may contract with or
grant unto any other body, public or private, or to any indi-
vidual or partnership the right or franchise within the limits
of said town for the purpose of operating a passenger railway,
water works or electric light plant, the granting of such fran-
chises to be regulated by the ordinances of the said Mayor and'
Council; and also may grant the right to lay conduits or water1
mains through the streets, alleys or highways of said town; and
authority is hereby given said Mayor and Council to condemn
private property, if the same should become necessary for the
operation of the aforesaid franchise; said condemnation pro-
ceedings to be in accordance with the general laws of the State
of Maryland as are in such cases applicable thereto; and also
to construct, purchase and operate an electric light plant or
water works for the benefit of the town whenever, in their judg-
ment, the interest of said town demands the same.;,, and. to con-
