not in substitution for or in conflict with any of the provisions
of the general laws of this State relating to public schools, and
the powers of the State Superintendent of Schools, in regard
to the plans, construction and erection of public school buildings.

SEC. 5. And be it further enacted^ That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and. safety, and being
passed upon a yea and nay vote, supported by three-fifths of
all the members elected to each of the two Houses of the Gen-
eral Assembly, the same shall take effect from the date of its

CHAPTER 506.

AN ACT to add a new section to Article 10 of the Code of
Public Local Laws of Maryland (1930 Edition), title "Dor-
chester County, " sub-title "Oysters, " relating to the taking
of oysters by scrapes, scoops or dredges in the waters of
Dorchester County, said new section to be known as 42 3A.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That a new section be added to Article 10 of the
Code of Public Local Laws of Maryland (1930 Edition), title
"Dorchester County, " sub-title "Oysters, " that said new sec-
tion be known as 423A and to read as follows:

423A. It shall be unlawful to catch oysters in the waters
of Honga River lying northerly and inside of a straight line
drawn from Crab Point on the east side of said river to the
Black Spar Buoy and continuing to the southeasterly shore of
Lower Hooper's Island, also in the waters of Tar Bay, until
September 1, 1933. Any person violating any of the provi-
sions of this section shall, upon conviction, be subject to the
fines and penalties provided for in Section 428 of this Article,

SEC. 2. And be it further enacted, That all laws or parts
of laws inconsistent with the provisions of this Act are hereby
repealed.

SEC. 3. And be it further enacted, That this Act shall take
effect June 1, 1931.
