or chauffeur, under certain conditions, after conviction of
such operator or chauffeur of violation of certain provisions
of the motor vehicle laws; providing for revocation of the
license of an operator or chauffeur and the registration certifi-
cate of the owner of motor vehicle, under certain conditions,
if any final judgment for personal, injuries, and/or any
final judgment for property damage in excess of fifty
dollars ($50. 00) caused by the negligent operation of
such motor vehicle by such operator or chauffeur re-
mains unsatisfied; providing for the establishment of finan-
cial responsibility before the return to an operator or chauf-
feur and/or owner of such operator's or chauffeur's license
and/or such motor vehicle registration certificate; providing
for the return to an operator or chauffeur and/or owner of
such operator's license and/or such motor vehicle registration
certificate under certain conditions upon payment of judg-
ment in instalments; providing additional means for service
of summons in civil cases upon non-residents involved in ac-
cidents upon the highways of this State; providing for the
furnishing by the Commissioner of Motor Vehicles of ab-
stracts of operating record of any person subject to the provi-
sions of this Act, and information in his office pertaining to
the ability of any operator or owner to respond in damages;
providing for the return to Commissioner of Motor Vehicles
of operator's or chauffeur's license and registration certifi-
cate; providing for penalties for the violations of this Act;
authorizing the Commissioner of Motor Vehicles to establish
rules and regulations for carrying out the provisions of this
Act; providing that the unconstitutionality or invalidity of
any part, subdivision or section of this Act shall not affect
the validity of its remaining provisions.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That 18 new sections be and they are hereby added
to Article 56 of the Annotated Code of Maryland (1924 Edi-
tion), title "Licenses, " sub-title "Motor Vehicles, " to be known
as Sections 187-187Q, to follow immediately after Section 186
of said Article and to read as follows:
187. This Act shall in no respect be considered as a repeal
of any of the provisions of the State Motor Vehicle Code or
Laws, but shall be construed as supplemental thereto.
187A. The motor vehicle operator's and/or chauffeur's
license and all of the registration certificates of any person who
