erty, thence to the northeastern corner of the John Booker prop-
erty, thence to the northeastern corner of the old cooling-sta-
tion property, thence to the point of beginning.
SEC. 4. And be it further enacted, That the qualified voters
as set forth above shall elect on the third Monday in April,
1931, between the hours of 6 P. M. and 8 P. M., and annu-
ally thereafter three Town Commissioners to serve for one year
or until their successors are elected and qualified.
SEC. 5. And be it further enacted. That W. Rembert Phil-
lips and Charles Ross be appointed as judges of the election
for the third Monday in April, 1931, and that succeeding
judges of election shall be appointed by the Town Commis-
sioners. In case of the failure of said Phillips and said Ross
to act as judges for any cause either of them may appoint any
other qualified voter in the Town of Barclay to act as judge.
SEC. 6. And be it further enacted, That the Town Com-
missioners of Barclay shall have the power and authority to
enter into contracts for lighting the streets of Barclay and to
bind the property owners of Barclay for the contract so made.
SEC. 7. And be it farther enacted, That the Town Commis-
sioners of Barclay shall have the power to maintain order and
abate nuisances within the Town of Barclay and to appoint a
bailiff to carry out their orders in reference to same.
SEC. 8. And be it further enacted, That the Town Com-
missioners of Barclay shall have authority to levy such a tax
on the real estate in. Barclay improved by buildings as may be
necessary to defray the cost of lighting streets and maintain-
ing order and abating nuisances in said town.
SEC. 9. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and being
passed upon a yea and nay vote supported by three-fifths of all
the members elected to each of the two Houses of the General
Assembly, the same shall take effect from the date of its
passage.
