and designate the Supervisor of County Aid as one of its offi-
cers, in order that through him the County Commissioners
shall at all times be fully informed of the manner in which
said sum is being expended.

SEC. 4. The Supervisor of County Aid shall report, in
writing, to the County Commissioners quarterly in each year,
setting out in accurate detail the manner in which he has per-
formed the duties of his office, the sums expended under his
supervision, and shall file quarterly with the County Treasurer
vouchers showing the application of the funds expended
through him. For the faithful performance of the duties of his
office, he shall execute a bond in the penal sum of ten thousand
dollars ($10, 000. 00) in form and with surety acceptable to the
County Commissioners.

SEC. 5. And be it further enacted, That this Act shall take
effect June 1st, 1931.

CHAPTER 479.

AN ACT to propose an amendment to Section 3 of Article IV
of the Constitution of the State of Maryland, title "Ju-
diciary Department, " eliminating the provision empowering
the General Assembly to continue in office Judges who have
reached the age. of 70 years, and providing for the sub-
mission of said amendment to the qualified voters of the
State of Maryland for adoption or rejection.

SECTION 1. Be it enacted by the General Assembly of
Maryland (three-fifths of all the members of each of the two
Houses concurring), That the following be and the same is
hereby proposed as an amendment to. Section 3 of Article IV
of the Constitution of the State of Maryland, title "Judiciary
Department, " the same, if adopted by the legally qualified
voters of the State, as herein provided, to become Section 3 of
Article IV of the Constitution of the State of Maryland:
