In such case the $1, 800 per annum shall include the $1, 200
additional compensation to be received for maintaining daily
office hours. The attorney to the Board of County Commis-
sioners shall, in addition to the salary paid him as attorney to
the Board, receive for services performed by him under the
provisions of this Act, the further sum of $1, 000 per annum.
All salaries paid under the provisions of this Act shall be
charged to the Administrative Fund created under the pro-
visions of Section 1 of this Act.
10. That whenever in its judgment, the public health,,
safety or comfort requires it, the Board of County Commis-
sioners is hereby authorized and empowered to grade, con-
struct, reconstruct, pave or otherwise improve any street, side-
walk, alley or public highway or parts thereof at such time
and to such extent and of such materials and in such manner
as it shall by ordinance provide, and such construction is here-
by declared to be a benefit to all property abutting thereon.
The total cost of the construction of gutters, curbs and side-
walks shall be charged as a benefit against the abutting prop-
erty found to be specially benefited as hereinafter provided.
The total cost or any portion thereof of the construction, pav-
ing or other permanent improvement of roads or 'highways,,
may be assessed against the abutting property found to be
specially benefited as hereinafter provided, and any propor-
tion of the cost of any such project not assessed against abut-
ting property shall be paid from District-wide taxation or the
proceeds of the sale of District-wide bonds as may be deter-
mined by said Board of County Commissioners, and the total
cost of street lighting shall be borne from the general revenues
to be collected under this Act and paid from the Street Light-
ing Fund.
Before entering upon the construction of any work or im-
provement specified herein, the Board shall by ordinance desig-
nate the location, extent and kind of work or improvement
proposed to be done or made, the kind of materials to be used,
the estimated cost of the improvement and the real property
which will be especially benefited thereby and which it is
proposed to assess to pay all or any part of the cost thereof,
and shall fix a time and place when and where the owner or
owners of the property to be so assessed therefor can be heard
in reference thereto. Notice of such hearing, embodying the
substance of such ordinance, shall be served personally upon
