8.      The Board of County Commissioners is further author-
ized to levy against all the assessable property within the said
Montgomery County Suburban District beginning with the
next annual levy and continue annually thereafter, the sum
of not exceeding 30 cents on each $100. 00 of such assessable
property. The levies herein authorized shall be upon all prop-
erty, both real and personal, assessed for county tax purposes
within the said district and shall be levied and collected as
other county taxes are now or may hereafter be, by law, levied
and collected, and have the same priority rights, bear the same
interest and penalties and in every respect be treated the same
as other county taxes.

The moneys collected through such tax as shall not exceed
30 cents on each $100. 00 of assessable property shall be divided
and allocated by the County Commissioners into and among
the following items:

(1)   Administrative expenses under this Act,, to be known as
the Administrative Fund.

(2)   Expenses of road maintenance, to be known as the
Road Maintenance Fund.

(3)   Expenses of street lighting, to be known as the Street
Lighting Fund.

(4)   Miscellaneous expenses to be known as the Miscel-
laneous Fund.

The method and proportion of the division and allocation of
moneys among these several funds, shall be determined by the
County Commissioners in the exercise of their best judgment
and discretion, provided that all moneys collected shall be ex-
pended (except the amounts needed for administrative pur-
poses) within the Commissioner District where the property
upon which said taxes are collected is located.

9.      That for the performance of the duty of maintaining
daily office hours as required herein, the County Commis-
sioners from the Seventh and Fifth Commissioner Districts
shall in addition to their salary as County Commissioners, re-
ceive the sum of twelve hundred dollars ($1, 200. 00) per an-
num. If either of the County Commissioners from the Seventh
or the Fifth Commissioner Districts shall devote his entire
time to the performance of his duties as County Commissioner
and under this Act such Commissioner, in addition to the
salary received by him as County Commissioner, shall receive
the further sum of $1, 800 per annum, provided, however, that
