Chase View and shall not dispose of any of the funds coming
into his hands as such treasurer except upon check duly signed
by him as such treasurer, and countersigned by the chairman or
some member of the said Citizens' Committee acting as chair-
man pro tern in his absence; such acting chairman shall be duly
authorized to act by resolution of said Citizens' Committee,
which must first be placed upon the minutes of the said Citizens'
Committee to be provided thereafter.

SEC. 11. And be it further enacted, That this Act shall take
effect June 1, 1931.

CHAPTER 420.

AN ACT to permit the Mayor and City Council of Baltimore
to submit to the legal voters of Baltimore City at the munici-
pal election to be held in said city on the first Tuesday after
the first Monday in May, 1931, any loan authorized by any
Act of the General Assembly of Maryland, passed at the
Session of 1931, without complying with the requirements
of Section 60 of Article 33 of the Annotated Code of Mary-
land, and declaring this Act to be an emergency law.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That the Mayor and City Council of Baltimore be
and it is hereby permitted to submit to the legal voters of Bal-
timore City at the municipal election to be held in said city
on the first Tuesday after the first Monday in May, 1931, any
loan authorized by any Act of the General Assembly of Mary-
land, passed at the Session of 1931, without complying with
the requirements of Section 60 of Article 33 of the Annotated
Code of Maryland. Any ordinance submitting such loan to
said voters at said election shall be placed upon the ballot if
such ordinance be certified by the City Registrar of Baltimore
to the Supervisors of Elections of Baltimore City on or before
the 18th day of April, 1931, and published in two of the daily
newspapers published in said city twice a week for two weeks
prior to the date of said election.

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
